How do I join the Council of Truth?
To join the Council, you must meet the following requirements:
• Minimum of 10 individuals in your organization
• Be able to donate 1 million credits to the Council of Truth
• Have at least one Representative registered on the CoT gridsite

So it's your first meeting, what should you do?
What can you expect?

If you've come to your first meeting you are in one of two phases. You are either there as a guest or announcing your intent to join.

Guest:
Guests are expected to treat the council meeting with the same courtesy as you would your own guild meeting. The persons whom invited you should be with you in a private communications channel and try to answer your questions. If you have a comment or question that cannot be answered by your host, you are to raise your hand. ((Do not send the clerical staff or ARK storyline characters /tells. They are usually pretty busy, even though they don't look like it.))

Voting:
You are not allowed to vote on an issue as a guest.

Joining the CoT:
Before you make your commitment to the Council, you are expected to have several things done (namely the above). All new applicants line up on the North side of the tower. A council representative will usually wait with you and explain the following process:

You are expected to have chosen at least one of your representatives for your guild, someone reliable who can make the meetings.
You are expected to have read through the list of Legacy Clans and have made a decision on which you will support. You can join without making that decision, but you will not be able to vote.
You will have to donate the sum of 1 million credits to the Council of Truth.
You also have the opportunity to make a short statement to the Council.

Simple, isn't it?

How do things work there?
Topics are pre-determined by the Clerical staff, based on the importance of issues that occur throughout the month or continued discussions from a previous meeting.

If you want to see a topic on the agenda, post something on the forum. (Please, I'm positive that everyone doesn't want to spend 1 hour of our time together discussing more clothing in Miir...so make it a topic that is important to the clans as a whole.)

When the topic is brought up, anyone who has a comment on the topic being discussed can raise your hand. When it is your turn to speak, your name will be called. You are encouraged to stand up and speak loud enough for everyone to hear. ((Best way is to move to the center of the seating area and speak in vicinity there.)) If a topic of discussion is ended because of time constraints, the issue will be raised again on the forums.

Voting:
A topic that has been raised has come to a vote: The decisions will be discussed and then a vote will be taken. The Clerical Staff will tell you who to send your votes to. At that point, you will send a private /tell to the person. One vote per clan.
Majority rules here, so they will be counted and the decision with the most votes is the one that passes.

Legacy Clans, changing affiliation and leaving the Council

Legacy Clan affiliation:
When you choose a legacy clan, you are telling the clans and the rest of Rubi Ka that your organization fits closely with their ideals, but if you go beyond what they believe, the Legacy Clan can choose to remove their affiliation with you. For example: Organization A beliefs are close to the Legacy clan New Dawn. New Dawn believes that there should be a peaceful resolution to the conflict between the Clans and Omni Tek. However, Organization A continuously invades Omni mining facilities, bases and cities and sends employees and military personnel to reclaim in brutal attacks. Xeavier Humbold, leader of New Dawn can disassociate himself and his clan with you and refuse your support because it’s hurting New Dawns political stance as peace-makers.

Changing Affiliation:
At the beginning of each Council meeting, Clans are asked if there are any affiliation changes. This is a very big step for a clan. At that meeting, they can officially denounce support for one group and pledge to support another. This carries a penalty that the changing clan will not be allowed to vote that day, just in case they are trying to swing votes or support to one side on a particular issue.

Leaving the Council:
A clan can leave the Council of Truth at any time. To do so, make a post on the forums and use the “leave CoT” button in your clans information at the CoT gridsite. Your donation will not be refunded and your access to the internal forums will be removed.
