Xeenah: Everyone here being familiar with the protocols, I will skip them, with your permission, unless someone disagrees.

Xeenah: We'll take today the yearly membership fees for Clans wishing to renew.
Xeenah: Most memberships will be up on July 1st.
Xeenah: It may be a good time to talk to your supporter Clans, and remind them that you care for their support in the Council, if this is the case...
Xeenah: Just a suggestion.
Xeenah: smiles
Silverstone: nods
Xeenah: Next meeting, we will also take the membership renewals for Clans wishing to renew. Any Clan who did not renew by then will be erased from the roster, but can rejoin any given time. We just don't want to twist anyone's arm into being members. We should choose that freely.
Xeenah: turns to Razishlyat
Xeenah: Is Forsaken wishing to renew?
Razishlyat: Certainly
Xeenah: smiles
Jacobi: smiles
Xeenah: Alan, will you take the fees for the Council?
Jacobi: Of course
Xeenah: Thank you
Razishlyat: Our representative is... killing some aliens... that is a valid excuse, right?
Xeenah: nods, smiling
Xeenah: You are representing Forsaken yourself, so that works.
Jacobi: You can give me the fee at the end of the meeting if you wish.
Xeenah: I will let you both take care of the payment details.
Razishlyat: I'll just set up a transfer...
Xeenah: Let the record show that Forsaken has renewed his membership, which will be valid until July 1st next year.
Xeenah: nods
Xeenah: Next piece of business: the Newland Liaison.
Xeenah: We already discussed this briefly, and we are in need of a Liaison to replace Milly "Mirura" Harrada who disappeared without a trace.
Xeenah: No new information on her whereabouts has been brought to the Council. Therefore, we need to select someone to replace her.
Xeenah: The different options that were brought up were as follows:
Xeenah: First: Each Member Clan keeps tab with Newland.
Xeenah: Second: Appoint someone from Newland as Liaison.
Xeenah: Third:
Xeenah: Selecting a Liaison from the Council with a back-up Liaison
Xeenah: and fourth: Appointing one from the Council and one from Newland to insure liaison between the two bodies
Xeenah: Unless there are any more options that can work, I will open the floor for discussion of these options.
Xeenah: nods
Xeenah: raises an eyebrow
Jacobi: Has there been any interest expressed in the postition from clanners or neutrals?
Xeenah: I have not received anything from them, but I'm not sure they're aware of this.
Silverstone: I dont think you will let me go if i voulenteer..Unfortunatly
Xeenah: chuckles
Jacobi: nods and puffs on his cigar
Xeenah: You should be busy as Council speaker, Simon
Xeenah: smiles
Silverstone: rolls his eyes
Silverstone: Yeah that
Jacobi: smirks and blows some smoke at Silverstone
Silverstone: looks over at Jacobi and waves the smoke away
Silverstone: can already smell you enough
Jacobi: No, somehow I think walking in and shooting every one would be consdered good diplomatic relations.
Silverstone: Damn, your ruined my dreams there Alan
Jacobi: coughs slightly
Razishlyat: I think our best course is to contact them and ask if they are interested in a diplomatic exchange.
Jacobi: Would NOT be considered good relations that is.
Kisra: nods
Tristram: I dare to say it would be the wrong use of that diplomatic immunity.
Xeenah: Indeed. We could send a communique to Mayor Toog to let him know that we're seeking someone to act as Liaison between the Council of Truth and the Newland Council.
Jacobi: nods
Tristram: That would be the sound course of action, yes.
Xeenah: Perhaps exposing the options we're looking at, in case any are utterly out of the question for them.
Razishlyat: Yea, we'll need their permission. We don't want to push ourselves into their business.
Xeenah: nods
Xeenah: Is there any option that is out of the question for us?
Jacobi: They get enough of that from Omni-Tek I suspect
Razishlyat: I think the first option of each clan keeping tabs can be dismissed, too heavy-handed.
Xeenah: nods
Xeenah: And impossible to keep track of.
Xeenah: That leaves the other three.
Jacobi: Too much resource, when one or two people would mroe than suffice.
Xeenah: Exactly. I'm also uncomfortable with appointing someone from Newland solely. This is our initiative, not theirs.
Razishlyat: I think getting started should be up to the clerical staff, and we can present what the neuts want next month.
Xeenah: Unless they express the wish to send someone, but we'll see after we contact them.
Xeenah: nods
Jacobi: nods
Silverstone: nods slowly, tapping his fingers on his knee
Razishlyat: We're unlikely to find a real consensus of Clans this month, unfortunately, so it is for the best.

Xeenah: In this case, we will contact the Newland Mayor with the three options and see what he thinks about this. We'll report on this next session.

Xeenah: We can't hold the vote planned for lack of representatives, so we'll cancel it and see what we receive from Newland after we contact them.
Tristram: Not from me, I just hope that Simon and his men will not want to find out how big the guts of this envoy are firsthand.
Xeenah: nods
Silverstone: Ofcourse, i need to have some kind of fun too
Xeenah: Next topic is about the water system. I cede the floor to Cindi "Razishlyat" Bolieu.

Razishlyat: Alright. I am proposing that we do an unscheduled sweep of the water and waste systems in Tir and Old Athen.
Razishlyat: For Tir, we cleaned up the river almost a decade ago. I'd like to check the pumps and filters for analysis.
Razishlyat: For Athen, it processes a lot of water from the Stret, so while doing the checks for Tir, we might as well run analysis of the pumps and filters there.
Silverstone: raises an eyebrow
Razishlyat: I don't have a direct cause for doing this, but I think these measures should be done more than regularly. We can't let either a natural change or sabotage catch us unprepared.
Silverstone: The watersystems in Tir works just fine
Jacobi: Actually, the water quality in Athen is reguarly tested.
Razishlyat: I don't expect a problem to pop up, but I think we should do some random inspections in more depth.
Razishlyat: shrugs
Xeenah: Are installations inspected regularily as well?
Jacobi: But if you wish to use your own resouces to verify that, feel free.
Jacobi: smiles
Silverstone: I wont mind anyone doing it as a extra checkup if it makes people feel better about it
Razishlyat: Consider it a proposal then. I will leave the decision to do any actions to Commander Silverstone and Mr. Jacobi.
Kisra: One can never be too cautious with water systems.
Razishlyat: nods
Xeenah: We just wish to make sure that we are not slacking after what happened the last sabotage, even if it has been a long time now.
Jacobi: I have no issue with someone wanting to double check the installations.  It can reasure everyones peace of mind.   As long as your footing the bill for the extra work
Silverstone: shakes his head
Silverstone: Sure, same for Tir
Razishlyat: I have some personal interest in the Tir River... anyway, let's leave it at a proposal and move on. I cede the floor.

Silverstone: You never know, might find a fish with different colors.
Xeenah: Cindi wishes to bring a motion about Press attendance at the Council sessions. I will let her expose this to you.
Razishlyat: And this can apply to any potential neutral liaison to our meetings...
Razishlyat: We have, partially at my invitation, allowed Ms. "Lucetta" Phoenix, a IRRK reporter - and neut - to partially attend our meetings. However, we have never made a decision about whether allowing a neut at our sessions is allowed.
Razishlyat: Considering this, and especially considering the change in Speaker to Commander Silverstone, I think we need to decide how to handle Ms. Phoenix and any other reporters.
Silverstone: smirks
Razishlyat: I would like to make a motion on an assumption - that is, that Commander Silverstone rather pick Ms. Phoenix up and throw her through a whompah than allow her to sit in session. Since Commander Silverstone is Speaker and reflects the will of the majority of the Clans, I think this is a reasonable assumption.
Razishlyat: However, I do not think it should be Council policy to deny even the neut press.
Razishlyat: My motion is to disallow access for non-Clan reporters, but instead authorize members of the Clerical staff to, at their own discretion (and respecting sealed meeting records) discuss our decisions after the meetings.
Jacobi: Well it is a matter that needs to be addressed if we also allow a neutral laison to the meeting.
Jacobi: The matter of secure dicussions.
Jacobi: takes a puff on his cigar

Jacobi: Not that we have had that many sensitive subjects discussed in this chamber in the last few months, but there are times we do.
Kotts: they tend to spring up on short notice

Silverstone: shakes his head
Razishlyat: I think that, with our climate, our best system would be to allow redacted minutes to the Neut liaison and interview rights to reporters.
Jacobi: Would save on Simon's bloodpressure too
Xeenah: chuckles
Silverstone: smirks
Razishlyat: In other words, to keep non-Clan people out of our meetings directly.
Xeenah: More like 'it would save his clips', right?
Xeenah: refocuses on Razishlyat
Kisra: If you want a liason you need to trust them, Dears
Silverstone: trust them?
Silverstone: snorts

Razishlyat: Clerk Clay and I are usually available after meetings for IRRK interviews.
Kisra: If you don't trust them to keep their mouth shut maybe you should abandon the idea completely.
Tristram: I agree with this idea, as asking someone to leave the room and invite them back again once this discussion is over seems convoluted and not a very kind behavior. Besides, there still would be the risk of spy gadgets being left behind.
Xeenah: looks to each as they speak
Jacobi: It is mearly one of those matters that would have to be discussed and worked out with what ever neutral would take such a position.  If that even is the case.
You feel the core of your being shift, as the source makes room for a divine presence. 'Stute' has reached enlightenment.
Tristram: Lady Delus, there is trust and there is common sense to not take unnecessary risks.
Jacobi: nods

Razishlyat: Alright, our motion for now stands as...
Razishlyat: I move that we bar all non-Clan members in good standing entrance to meetings, but secure rights to interview of Clerical staff members to IRRK reporters. Disclosure of information to a Neutral liaison will be determined after a formal system is set up.
Xeenah: turns to the audience
Silverstone: Ill teach them to run if they piss me off enough and break whatever rules we might find
Kotts: leans back on the stone step
Tristram: looks at Simon and shakes his head
Jacobi: In concerns of the Council as a whole, that looks pretty good.
Xeenah: Thank you. Would each of you tell the Council where they stand on the motion brought forth by Cindi Bolieu?
Jacobi: Of coruse as a clan leader, I am always open to contact by those of the media, if they choose to contact me on a particular matter.
Tristram: nods
Tristram: This goes without saying, should the press feel the need to talk to us we are there for them if the time allows it.
Xeenah: Thank you *nodding to Jacobi and Tristram*
Razishlyat: This is more about officially barring Neuts from entering.
Xeenah: switches her glance between Silverstone and Kisra
Xeenah: We have two in favor of the motion so far.
Razishlyat: And secondly, granting Clerk Clay and I permission to discuss our meetings.
Xeenah: To the extent that it doesn't compromise the security of the Council, of course.
Jacobi: nods
Tristram: The discussion will of course be within reason I assume?
Silverstone: You already know my opinions about fencesitters in this chamber, as long as they DONT piss me off....

Jacobi: Meetings that go on longer than my cigar lasts, are rarely effective I find.
